Years of Residence in Jurisdiction:

I have lived in Post Falls of 15 years

Describe your educational background (including degrees, certifications and life experiences):

I graduated with Honors from Milby Sr. High School in Houston, Texas.  From there I graduated from ITT Tech with Associates in Applied Science of Electronic Engineering Degree.  I was a Certified Little Caesar Franchisee.  I have taken several Elected Official training classes.  I think some of my best education came and continues to come from the experiences that life brings me.

Describe your community involvement (including civic groups, appointed/elected positions and dates):

In high school I was president of D.E.C.A. (this is where it all began) I was a founding board member for the Independent organization of Little Caesars Franchisee’s.  I am a 1996 graduate of Leadership Coeur d’Alene program.  I am currently a member of the Post Falls and Coeur d’Alene Chambers of Commerce.  I am on the Board of Kootenai Perspectives, President of The Post Falls Community Volunteers and am on the Board of Boys & Girls Club of Kootenai County.  I am also currently serving as a County Commissioner.

Describe your employment history for the past 10 years including dates:

In 1993, I purchased and ran the 2 franchised locations of Little Caesars Pizza in Coeur d’Alene and Post Falls.  In 2000, I got out of the franchise business closed the CDA location and changed the name of the Post Falls location to Big Cheese Pizza which in 2006 won the best pizza in the county at the fair.  In 2002 I started Todd’s Cars a used car dealership and in 2003 I was elected to Post Falls City Council where I served three years.  In 2007 I took office as County Commissioner for Kootenai County.

What are your three priority issues and why:

1.                   A county Administrator.  I have been in office for a little over a year and it still amazes me how much day to day operational decisions that we make as a board.  We are so much in the now that we don’t take the time to plan for the County’s future.  Both day to day operations and planning for the future are very critical to the County’s success and an Administrator would carryout our policy decisions for day to day operations while giving the commissioners time to look ahead and create the much needed vision for our future.

2.                   Finishing the Comprehensive Plan.  We are very close to completing the comprehensive plan that the county has been working on for the last 2 years.  After the Comprehensive Plan is completed the next step will be creating Zoning ordinances to implement the plan.  These Zoning Ordinances will be the critical piece that will direct the overall success of the plan and ultimately write the future of Kootenai County.

3.                   Growth paying for Growth.  I helped write and lobbied for legislation that made Impact Fees viable for county government.  We in Kootenai County are very close to bring the decision “if to charge, and then how much, Impact fees on development” to the Commissioners.  This will allow a mechanism for growth to pay for growth and not put the entire burden on existing tax payers.
