Describe your educational background (including degrees, certifications and life experiences):

I have an A.A. degree from North Idaho College and a Bachelor’s from San Jose State in Criminal Justice Administration.  I received a Masters in Counseling Psychology from Gonzaga and was a licensed professional counselor in Idaho for almost 20 years.  I earned a Certified Elections and Registration Administrator (CERA) designation from Auburn University and the Elections Center in 2003.

Describe your community involvement (including civic groups, appointed/elected positions and dates):

Besides being active in the local faith community I am the founder and former Executive Director of two local non-profits, Youth For Christ and Anchor House/Idaho Youth Ranch.  I am also a former school board member and city council person.  I was appointed to the Idaho Youth Commission by Governor Kempthorne and served as a member of the Private Industry Council for several years.  I represent Idaho on the U.S. Elections Assistance Commission and am currently the Chair of the 110 member Standards Board of the EAC.  I am past President of the Idaho Association of County Clerks and Recorders. In 2009 I was honored by my fellow Idaho Clerks to be chosen as the Outstanding County Elected Official of the year.

Describe your employment history for the past 10 years including dates:

 I have been the full-time Kootenai County Clerk since 1995.  Prior to that time I worked in non-profits in administration and counseling.  I was an adjunct faculty member of Lewis and Clark State College in the Justice Studies and Social Work program and am a former Juvenile Detective for the Kootenai County Sheriff’s Office.  I also worked in a family run mortgage business and helped establish a Consumer Credit Counseling program in Coeur d’Alene.

What are your three priority issues and why:

The Idaho legislature passed new laws in recent sessions that will have a great impact on various departments that are under the County Clerk.  One has to do with the Recorder’s Office and other new laws will affect the Elections Office.

Beginning July 1st of this year, there will cost for recording a document will go up by $7 for the first page.  This new dedicated revenue stream will help assist with several major goals that I have for the Recorder’s Office.  For one it will allow us to upgrade our software so that next year we can begin to accept Electronic Recordings from Title Companies, Banks, and other users.  This will be a great boost to customer service and will help us to cut back on our staffing by one full time position for the next budget year.  This new revenue source will also allow us to have all our older documents scanned into an electronic format for both preservation purposes and for greater public access.

Beginning in 2011, County Clerks in Idaho will conduct all elections in Idaho including schools.  There is a new dedicated source of revenue sharing from the state to pay for this.  One of my major projects and goals will be the smooth and complete implementation of our new election consolidation process and the new voter ID requirements.
