American Legion since WWII, Scoutmaster (18 years),  Chamber of Commerce, Mayor (1980-83), County Commissioner (1983-1991), State legislator (2004- current),  Chairman of Panhandle Area Council  (1985-1991),  Director of Jobs Plus (1986-1991),  member of Idaho Community Development Policy Committee (1986-1990),  director of Post Falls Urban Renewal District (1988-1990).

Describe your employment history for the past 10 years including dates: 
Foreign consultant on public administration and economic development to local governments to Russia, Ukraine, eastern Europe and Asian countries  from 1993 to 2005.  Completed 20 projects in 11 years.  Received a Life Time Achievement Award for this work from President Bush on June 24, 2004 at the Kennedy Center.

What are your three priority issues and why:

*  Increase funding to Professional/Technical education at both the high school and community college levels to provide technical job skills to adults as well as young people.

*  Continue reforms of property taxation to provide equity and stability on this tax.

* Stop spiriling costs of prisons, state-paid medical care and welfare subsidies to illegal immigrants.
